The mission of the Area 9 Agency is to assist older persons and disabled individuals of all ages in leading independent, meaningful, and dignified lives in their own homes and communities for as long as possible.  The agency has served residents of Fayette, Franklin, Rush, Union, and Wayne counties since 1975.

PAS Overview

    Any person seeking nursing facility placement in the state of Indiana is required by law to complete the pre-admission screening (PAS) process.  This process determines the appropriateness of placement, but does not commit an individual to facility placement.  Procedures must be explained to you by the facility you choose.

The Process

    The actual screening is completed by the Area 9 PAS Coordinator.  A network of professionals provide assistance including physicians, medical personnel, family members, and caregivers.  In cases where mental disabilities are determined to be present, the screening must be completed prior to admission.

    During a typical screening, three documents must be completed in a timely manner:

PAS Trainings

    Area 9 staff conduct quarterly PAS trainings for discharge planners and other nursing facility staff.  Call our office for more information on these trainings.

Time Frame

    The time from initial application to the rendering of a decision is 25 days or less (except in the case of private pay screenings).  Emergency authorizations may be given when appropriate.  Emergency requests are processed immediately, however, specific health threatening conditions must exist.

Decision

    Notification of the decision for placement will be mailed to you be either Area 9 or the Division of Aging Level of Care Unit.  Placement may be made within 90 days of the approval.

Refusal To Participate

    Under law, Medicaid funds spent for your daily care will be withheld for up to one year if you refuse PAS.  Medicaid information may be obtained by contacting the county Division of Family Resources.

Out Of State

    Indiana residents in an out-of-state hospital follow regular PAS procedures for approval to enter an Indiana nursing facility.  Out-of-state residents requesting placement in an Indiana facility must await completion of the PAS process prior to admission.

    The following are HIPAA required release forms.  Typically our assessors will have these signed upon their first face-to-face assessment of the client.   However, in out-of- state cases, or other instances in which an assessor will not be seeing the client face-to-face, we may ask the facility  to assist with the completion of these forms:

Appeals

    Directions on how to appeal a PAS decision are provided on the "PAS Form 4B", which is mailed to you indicating the decision for placement.
